Setting up install process

epl/primary_db takes too long followed by the sl-security/primary_db taking too long

with task run time over 20 mins (26mins in this case)....and finally HTCondor Ping at 28mins

And then hoping the slot/jobs will start or after 60 to 120 minutes later it becomes a Guest Log: [ERROR] Condor ended after.....so many minutes.....

Now if you have a fast enough at the time internet speed it will not take this long and usually start and run a complete and Valid
